Lianyungang Achieves New Milestone in “Road-Rail-Sea-River” Multimodal Transport

Recently, at the 2nd Yangtze River Economic Belt Free Trade Zone Joint Development Seminar, the “Outstanding Observation Cases of Institutional Innovation in the Yangtze River Economic Belt Free Trade Zone” were announced, with the “‘Road-Rail-Sea-River’ Multimodal Transport Brand” innovation case from the Lianyungang Area of the Free Trade Zone successfully selected.

The “Outstanding Observation Cases of Institutional Innovation in the Yangtze River Economic Belt Free Trade Zone” are the first evaluation organized by the Yangtze River Economic Belt Free Trade Zone Think Tank Alliance, conducted by third-party think tanks to assess 24 areas across 9 free trade zones along the Yangtze River Economic Belt. The aim is to further enhance the institutional innovation and joint development effectiveness of the free trade zones along the river, and better leverage their demonstration, driving, and radiating roles in promoting high-quality development in the Yangtze River Economic Belt and advancing the construction of a higher-level open economic system. The inaugural case solicitation and evaluation activity selected 12 outstanding observation cases from over 300 participants. The winning cases demonstrate a certain degree of innovation in concepts, methods, and institutional design, and possess strong potential for replication and promotion.

Over the years, the Lianyungang Area of the Free Trade Zone has focused on “bi-directional opening-up between the East and West, and integrated land-sea transport”, striving for “speed and convenience”. Taking the construction of an important international transportation hub connecting Asia and Europe as a pivot, it has actively integrated its advantages to create the Lianyungang “Road-Rail-Sea-River” Multimodal Transport Brand, supporting the logistics system development of the Yangtze River Economic Belt.

It is reported that the innovative case of the “Road-Rail-Sea-River” Multimodal Transport Brand selected this time primarily involves smoothing multimodal transport channels and enhancing integration levels.

Efforts include deepening inter-port cooperation, jointly establishing the Lianyungang Interconnect Container Co., Ltd. with the Shanghai Port Group to create the “Lianyungang-Shanghai Express” shipping line brand, achieving daily operations; innovating multimodal transport modes to enhance facilitation levels.

The pioneering “bonded+export” container mixed loading mode for China-Europe freight trains breaks the restrictions on separate loading and consolidated shipment of bonded export goods and domestic general trade export goods, enhancing customs clearance facilitation. Additionally, a multimodal transport platform has been established to enhance logistics informatization levels.

The “Port and Shipping Pass” has been developed to create a unique international trade “single window”; “Blue Planet” has been launched as a comprehensive multimodal transport service platform; and “Box Cafe Market” has been established as a standardized trading platform for second-hand containers.

Since the implementation of this innovative case, our city’s transportation hub functions, port operational efficiency, and radiation and driving effects have all significantly improved.

Being selected as an “Outstanding Observation Case of Institutional Innovation in the Yangtze River Economic Belt Free Trade Zone” is not an end but a new beginning. The Lianyungang Area of the Free Trade Zone will continue to innovate multimodal transport supervision methods, further simplify customs clearance procedures, reduce documents and supporting materials, and continuously innovate customs clearance facilitation measures in accordance with international standards. It will also advance high-standard land-sea transport benchmark demonstration projects, deepen exchanges and cooperation with Central Asia, Europe, and other countries and regions, and smooth trade channels. It will strengthen customs cooperation along the Land Bridge and surrounding regions, further promote cross-regional cooperation and paperless operations among cities along the Land Bridge in customs and other areas, establish a cooperative mechanism for customs clearance along the Land Bridge, intensify cooperation in the demonstration project of China-Europe freight train marshalling centers, and provide enterprises with more convenient logistics services.
