Recently, Roquette (China) Co., Ltd. declared a batch of powdered maltitol exported to Japan to Lianyungang Customs, with a value of nearly 400,000 yuan. With the RCEP certificate of origin issued by the customs, it can enjoy a tariff concession of about 24,000 yuan in Japan. With the continuous release of the policy dividends of the Regional Comprehensive Economic Partnership (RCEP), the export competitiveness of relevant foreign trade enterprises in our city has been further enhanced, and they are more confident in exploring foreign markets.

Roquette (China) Co., Ltd. is a foreign-funded enterprise located in Songtiao Industrial Park, Lianyungang High-tech Zone. Entering the workshop of the enterprise, the orderly-running machines present a busy scene, and powdered maltodextrin is being produced and loaded in an orderly manner. “Under the RCEP, the tariff rate of maltodextrin produced by us to Japan has dropped from 6% to zero, allowing us to enjoy real benefits.” said Zhang Wei, general manager of Roquette (China) Co., Ltd. This year marks the third year of the implementation of the Regional Comprehensive Economic Partnership (RCEP). As the free trade agreement with the largest population coverage, the largest economic and trade scale, and the greatest development potential in the world, the dividend effect brought by RCEP continues to emerge. Among them, the most direct manifestation is the reduction of trade costs brought about by tariff concessions.

Not only the benefits of “real money”, but also the RCEP dividends have brought a large number of orders to the enterprises. In the production workshop of Lianyungang New Oriental Home Textile Co., Ltd., workers are busy in an orderly manner. Each quilt is processed through quilting, hemming, inspection, packaging and other multiple production links and sold to Japan. “Thanks to the customs’ measures to stabilize and benefit enterprises, our products have obtained tariff reductions and exemptions by virtue of the RCEP Certificate of Origin, fully releasing their price advantage and gaining more orders. In the first quarter, our export value to Japan increased by 45.44% year-on-year, and the expected growth rate will continue to increase.” said Zhou Xiaolan, general manager of Lianyungang New Oriental Home Textile Co., Ltd.

While enterprises seize the opportunities brought by RCEP, relevant departments have also taken multiple measures to make full use of the RCEP policy “lucky bag” to help enterprises fully understand and enjoy the policy dividends. Lianyungang Customs has continuously optimized the RCEP customs policy services, deepening enterprises’ understanding of tariff concessions, rules of origin, and other policy contents through online consultation hotlines, online answers in customs-enterprise groups, etc. At the same time, they actively sorted out the list of key enterprises and commodities exported to RCEP member countries, providing targeted guidance to enterprises based on different export countries and products to ensure that enterprises fully enjoy the policy dividends. In addition, focusing on optimizing business handling modes, they have combined convenient measures such as intelligent review and self-service printing of origin certificates to effectively enhance the “convenience” of enterprises in applying policies. According to statistics, in the first quarter, Lianyungang Customs issued a total of 471 RCEP Certificates of Origin, with a total export value of US$20.8139 million, representing year-on-year growth of 16.3% and 8.4%, respectively.
